I am cirsised and upset about it want to restore... Please read!?

Ok i am 15, when im flaccid i have a loose cut just touches carona, (on foreskin index scale that is CI-3) and i want to have my foreskin covering most of glans (CI-7) is my goal, i do not want any devices, does anyone have any good techniques :/? And dont say it doesnt work coz iv been told it does, i know doesnt get back ALL the nerve endings but it brings back sensitivity by alot and the glide action so more comfortable for you and partner.. Please im really desperate, ive been cross taping for like 2 weeks and skins loosend a little more.. Please guys i need some help
