Is it normal for a puppy to not give to much attention?

I have a 7 week mix breed puppy that i got a couple days ago. Sometimes he can be really playfull and than randomly really weird like he doesnt pay any attention just sits down and acts really lazy. Is that normal? I never had a dog before sorry for sounding noobie :)
